WHAT CHANGED
The U.S. Department of Commerce has expanded its administrative review of the countervailing-duty order covering disposable aluminum food-service containers from China.
The review now includes Jiangsu Nice Aluminum Foil Co. and Zhejiang KMD Industrial Co.
For importers, this reinforces an increasingly important issue:
Supplier identity can materially affect the final landed cost of imported aluminum food-service packaging.
The factory price alone is no longer sufficient to determine the true purchasing cost.
Manufacturer, exporter, HTS classification, applicable antidumping and countervailing-duty orders, cash-deposit requirements and country-of-origin documentation must all be evaluated before a purchase commitment is made.
GALAXY MARKET VIEW
MAJOR RISKS
- Manufacturer-specific CVD exposure
- Unexpected customs cash deposits
- Incorrect landed-cost calculations
- Long fixed-price customer commitments
- Incomplete manufacturer or origin documentation
OPPORTUNITIES
- Shift purchases toward verified suppliers
- Negotiate supplier compliance guarantees
- Strengthen Galaxy import controls
- Develop verified-origin aluminum programs
- Improve landed-cost visibility before issuing purchase orders
CEO ACTION PLAN
- Identify all current Chinese aluminum-container manufacturers and exporters.
- Ask the customs broker to verify C-570-171 exposure for each supplier.
- Confirm current cash-deposit rates before calculating landed cost.
- Require complete manufacturer, exporter and country-of-origin documentation before shipment.
- Avoid long-validity aluminum customer quotations until customs exposure is confirmed.
BOTTOM LINE
For aluminum food-service packaging, the lowest FOB price is no longer necessarily the lowest landed cost.
Supplier identity, customs exposure and documentation should be evaluated before the purchase order is issued.
